Greetings from WARF Secretariat.

The West Africa Oil & Gas Regulators Forum (WARF) extends warm greetings to all member regulators and stakeholders across the sub-region. This newsletter provides a brief update on key regulatory and policy-relevant outcomes from the recently concluded Nigerian International Energy Summit (NIES), held in Nigeria, which brought together government leaders, regulators, investors, and industry experts from across Africa and beyond.

The Summit reaffirmed Africa's commitment to building a resilient, competitive, and sustainable energy sector, with strong emphasis on regulatory clarity, regional cooperation, and energy security. For WARF members, the discussions at NIES strongly aligned with our collective mandate of harmonizing regulatory frameworks and strengthening cross-border collaboration in the oil and gas sector.

A major takeaway from the Summit was the renewed focus on regulatory certainty as a driver of investment. Speakers repeatedly emphasized that predictable, transparent, and performance-driven regulatory systems are critical for attracting long-term capital into Africa's energy industry. This message reinforces WARF's ongoing efforts to promote best regulatory practices and peer learning among member states.

Energy security also featured prominently at the Summit. Discussions highlighted the need for African regulators to work together in addressing supply disruptions, infrastructure gaps, and market volatility. For WARF, this underscores the importance of coordinated regional responses, shared intelligence, and collaborative regulatory planning to ensure stable energy supply across West Africa.

Another key theme was the transition from compliance-driven regulation to performance-driven outcomes. Regulators were encouraged to focus not only on enforcing rules, but also on enabling efficiency, innovation, and local capacity development. This approach aligns with WARF's vision of supporting regulatory systems that balance compliance, competitiveness, and sustainability.

The Summit further highlighted the growing role of gas as a transition fuel, particularly in supporting power generation, industrial growth, and regional energy integration. WARF member regulators were encouraged to strengthen cooperation on gas infrastructure development, safety standards, and market oversight to maximize regional benefits.

In addition, NIES provided a strong platform for dialogue on local content development, capacity building, and environmental stewardship. These discussions reinforced the need for regulators to collaborate on human capital development, shared training programs, and harmonized health, safety, and environmental standards across the region.

In conclusion, the Nigerian International Energy Summit served as a valuable platform for advancing conversations that are central to WARF's objectives. The insights gained will inform ongoing and future WARF engagements, including regulatory harmonization initiatives, capacity-building programs, and coordinated policy responses.

WARF remains committed to deepening collaboration among West African oil and gas regulators and translating shared dialogue into practical regulatory outcomes that support energy security, investment, and sustainable development across the sub-region.
